NPP pushes two-step status plebiscite; commonwealth not option in first vote

The New Progressive Party (NPP) directorate unanimously approved a plan Saturday to hold a two-vote status plebiscite process that would likely set up a head-to-head showdown between statehood and commonwealth.

Caribbean Business PR has an article on the decision, and the plan approved by the NPP. The website is one of few which correctly states that the Commonwealth will be an option in the second round, and therefore is not excluded from the process, unlike what other media outlets and opposition parties are reporting.

The approved plan is essentially the opposite of the process established by HR 2499, placing a first round vote between the non territorial status options to then put the winner of that first vote against the status quo. While this is not the method the White House Task Force on Puerto Rico said it had a “slight preference” for, it is stil included in its report on page 28 of the English version, and page 30 of the Spanish version.
